Defence Cabinet Secretary Aden Duale has ordered Kenyan Muslim women who do not cover their hair with a hijab or a scarf to leave the country.
The CS was speaking on Tuesday during the opening of the International Quran Competition at the Sir Ali Muslim Club in Park road, Nairobi.
The event was attended by Muslim leaders drawn from key Muslim institutions from the country, international renown Islamic scholars, and Imams drawn from Nairobi and its environs.
Duale said the order was in accordance with the Muslim culture that its women must cover up with their hijabs or scarves while in public.
He added that those who do not support the idea of women wearing head coverings in public should leave Kenya.

“Anywhere where the government allows Muslims to seat Alha, Idd Ul Fitr, will be a public holiday we will respect Muslim culture. We will make sure our girls wear Hijab. If you have a problem with Hijab, our girls and our wives and our sisters wearing hijab, and you are in Kenya then you better leave this country, because they will wear hijab,” he said.
In 2019, he said that the Ministry of Education should take disciplinary action against school heads forcing Muslim girls to remove hijabs.
He asserted that Muslim females experienced prejudice as a result of their religious garb, and he requested that George Magoha, the then-CS for Education, issue an order to safeguard them.
According to Duale, the hijab is a highly valued dress code among Muslims.
The hijab is already worn by the majority of Muslim women in Kenya, although others, especially those who live in cities, choose to just cover their hair.
When a woman is around men who are not connected to her or her spouse, it is usually accepted that she should cover everything but her face, hands, and feet.
But whether this goes far enough has been hotly contested within Islam. This has caused a contrast to be made between the niqab and the hijab, which is Arabic for “covering up” (meaning “full veil”).
The niqab is a facial veil that leaves the region around the eyes clean, whereas the hijab is often a scarf that covers the hair and neck.
It is worn with an accompanying headscarf or an abaya, a full-length robe, and sometimes with a separate transparent eye veil.
