While making a case for the further detention of the OCS on Monday, June 16, the prosecution highlighted that investigations into the tampering of the CCTV have pointed to the police officer.
The Prosecution added that the OCS hired the services of the technician with the help of other suspects who were not before the court.
“Investigations reveal that the respondent, together with us, not before the court, hired a technician to interfere with the CCTV system at the police station in a bid to tamper with and interfere with the subsequent investigation,” the prosecutor told the court.
IPOA has been investigating the tampering of CCTV footage that captured the events leading to the death of Ojwang.
It is alleged that the technician was paid Ksh3,000 for the work.
“Somebody called someone to come and switch off a particular section, but he said he could only shut down the entire system. The DVR logs indicated that the operating discs had been changed and formatted,” IPOA chair Issack Hassan revealed to the National Assembly’s Security Committee.

Notably, the hired technician was also arrested by IPOA and arraigned before the Kibera Law Courts on Monday.
Meanwhile, following the controversy of CCTV, Interior Cabinet Secretary Kipchumba Murkomen ordered the installation of CCTV cameras in all police stations.
“All police stations, currently standing at 1,209, shall have CCTV surveillance within the next two years. We shall be making proposals to Parliament to enact laws that criminalise tampering with CCTV cameras,” the CS directed.
“The surveillance system shall be in the custody of the Officer Commanding Station (OCS), and the said officer shall ensure that the system is always functioning, and in instances of failure, it shall be reported within one hour through the established chain of command. The CCTV shall have an external hack-proof system.”
