EACC exposes six counties over Ksh1 billion graft (LIST)

The Ethics and Anti-Corruption Commission (EACC) has exposed officials from Nairobi, Kitui, Migori, Kakamega, Bomet, and Baringo counties over the graft of Ksh 1 billion

The Ethics and Anti-Corruption Commission (EACC) has exposed officials from Nairobi, Kitui, Migori, Kakamega, Bomet, and Baringo counties over the graft of Ksh 1 billion.

In the gazette notice, EACC announced that the report is made pursuant to section 36 of the Anti-Corruption and Economic Crimes Act, 2003 (ACECA) and covers the period commencing October 1 to December 31, 2024.

“The EACC is required, contrary to section 36 of the ACECA, to prepare quarterly reports setting out the number of reports made to the Director of Public Prosecutions (DPP) contrary to section 35 of the ACECA, 2003 as read with section 11(1)(d) of the Ethics and Anti-Corruption Commission Act, 2011 (EACCA),” part of the report reads.

In Nairobi County, a procurement officer at the Nairobi City County Government (NCCG) received Ksh 40 million from 14 companies that traded with the county government in the 2017/2018 and 2021/2022 financial years.

According to investigations, EACC stated that NCCG made 36 payments amounting to Ksh 414 million to 14 companies over the specified financial years.

It was later established that the proceeds were used to purchase properties, including motor vehicles.

According to the gazette notice, the Commission in Bomet County received a report on allegations of the irregular award of a tender for the construction of water supply and sanitation systems worth Ksh 183 million and the irregular contract variation on the quality of pipe material from steel to Glass Reinforced Plastic, valued at Ksh 573 million.

EACC received another report on allegations of embezzlement of funds amounting to Ksh 199 million from the National Health Insurance Fund (NHIF) between 2013 and 2021 to Beirut Pharmacy and Medical Centre.

The investigation also established that the directors of the institution submitted false documents to the NHIF and the Kenya Medical Practitioners and Dentists Council.

In Kakamega County, the report stated that the first lady of the former governor of the County Government of Kakamega (CGK) received Ksh 5 million from the county as imprest for a trip to Dallas, United States of America, which did not take place.

In a notice, Ksh 63 million from Migori County Assembly was allegedly withdrawn from the Assembly’s bank account without jurisdiction between June 2014 and March 2015.

According to investigations, the Clerk of the Migori County Assembly (MCA) and the senior accountant irregularly signed cheques and approved fraudulent withdrawals amounting to Ksh 13 million from the County Assembly’s bank account.

In Baringo County, Ksh 48 million in public funds from Eldama Ravine Constituency National Government Constituency Development Fund (NG-CDF) was allegedly misused by the Fund Account Manager, Sub-County Treasury Office staff, and the Constituency Development Fund Committee (CDFC) members.

EACC noted that the Chief of Staff in the County Government of Kitui allegedly embezzled public funds amounting to Ksh 23 million, which was meant for public participation.

“Investigations established that a total of Ksh 12 million was issued to the Office of the Governor of the County Government of Kitui as a standing imprest meant for public participation forums within Kitui County.

“Out of this amount, Ksh 8,439,200 was misappropriated by the said Chief of Staff and other public officials by surrendering imprest using falsified supporting documents,” EACC stated.
