The Auditor General has revealed that the National Social Security Fund (NSSF) penalized employers Sh2.3 billion for delays in remitting workers’ pension contributions by the end of December 2024.
According to the report by Auditor General Nancy Gathungu, the total NSSF unremitted deductions hit Ksh 26.9 billion by December 2024.
It reported that in renewed efforts to pursue employers holding huge debts, and after the pressure from the parliament, NSSF recovered the penalties.
“The amount recovered in penalties as at December 31, 2024, was Ksh 2,345,495,492,” Gathungu stated in a report.
It added that employers who owned the NSSF, Ksh 909 million, closed their shops while the local authorities went with Ksh 895.5 million.
The audit stated that only 952 individuals out of 19,623 who exited the scheme have been traced successfully over the past two years.
According to the report, the employees have received demand notices to individuals holding unremitted contributions amounting to Ksh 1.83 billion.
The identified beneficiaries were paid Ksh 20.3 million, while the remaining individuals were left in the dark over their dues.

“Details of the remaining Ksh 18,671 have been mapped and distributed to regions and branches for tracing of members,” NSSF responded to the auditor general.
In the June 30 report by the auditor general, the employees owed the NSSF Ksh 26.9 billion, and the amount could not be confirmed.
It reported that the unremitted contributions are owned by counties, defunct municipal councils, and ministries.
“In the circumstances, the accuracy and completeness of the contributions receivable balance of Ksh 26,873,595,651 could not be confirmed.”
“The amount recovered as at December 31, 2024, was Ksh155,149,195 while the amount under instalment undertaking was Ksh7,995,806. Employers owing Ksh 8,878,288 are under liquidation/receivership,” the report noted.
