A former Nairobi City Water and Sewerage Company Limited (NCWSC) official has been arrested from her hideout and arraigned in court after allegedly using a forged academic certificate to secure employment and fraudulently obtain millions of shillings from the company.
In a statement on Monday, November 10, the Ethics and Anti-Corruption Commission (EACC) confirmed that Asembo Babra Gladys had been charged over the forgery and corruption-related offences after evading court proceedings for over two months.
“The Ethics and Anti-Corruption Commission (EACC) today arraigned Ms. Asembo Babra Gladys, a former employee of the Nairobi City Water and Sewerage Company Limited (NCWSC), for allegedly using a forged Kenya Certificate of Secondary Education (KCSE) certificate to secure employment and fraudulently acquire public funds amounting to Ksh6,236,053.10,” the statement read.
EACC detailed that Asembo had earlier been arrested in September but disappeared before taking plea, prompting a manhunt.
“Ms. Asembo was initially arrested on September 3, 2025, and released on a cash bail of Ksh25,000, pending arraignment on September 5, 2025. However, she failed to appear in court and went into hiding, prompting the court to issue a warrant of arrest on September 17, 2025.
“She was re-arrested today at her hideout and subsequently taken to court, where she denied all the charges. She was released on a bond of Ksh1,000,000 with two sureties of a similar amount,” the statement continued.
EACC stated that Asembo faced several criminal counts linked to forgery, fraud, and deception before the Milimani Anti-Corruption Court.
“Ms. Asembo appeared before the Milimani Anti-Corruption Court, where she faced multiple charges, including fraudulent acquisition of Ksh6,236,053.10 from NCWSC, deceiving a principal contrary to Section 41(2) as read with Section 48(1) of the Anti-Corruption and Economic Crimes Act, 2003, forgery contrary to Section 345 as read with Section 349 of the Penal Code, and uttering a false document contrary to Section 353 of the Penal Code,” the statement added.
EACC explained that its investigation into the case began after receiving reports indicating that Asembo had used falsified academic credentials to obtain a position as an ICT Assistant at NCWSC.
“The Commission commenced investigations following a report alleging that Ms. Asembo had used a forged KCSE certificate to secure employment at NCWSC as an ICT Assistant. The investigations established that the certificate she presented was falsified but purported to be a genuine document issued by the Kenya National Examinations Council (KNEC).
“Upon completion of the investigations, the Commission forwarded the file to the Director of Public Prosecutions (DPP), who reviewed the evidence and approved the charges against the suspect,” the statement further read.

This comes days after a Nairobi Water employee was fined over Ksh8.5 million after he was found guilty of using fake academic documents to secure a government job.
In a statement on Tuesday, November 4, EACC said Milimani Anti-Corruption Court found Felix Ojwang Balamu guilty of forging a Kenya Certificate of Secondary Education (KCSE) certificate, which he used to obtain employment in 2011.
“The Milimani Anti-Corruption Court has fined Felix Ojwang Balamu, an employee of the Nairobi City Water and Sewerage Company (NCWSC), a total of KSh 8.5 million after he was found guilty of using a forged KCSE certificate to secure employment.
“Investigations by the Ethics and Anti-Corruption Commission (EACC) revealed that Balamu used a fake academic certificate purporting it to be genuine from KNEC to obtain his job in 2011,” the statement read.
In delivering judgment, Magistrate Selesa Okore imposed a fine equivalent to the unlawfully obtained salary, alongside additional penalties.
“Selesa Okore, delivering judgment on October 10, 2025, fined Balamu the equivalent amount of his unlawfully earned salary and additional penalties totaling Ksh8,543,562, or 4 years in prison in default,” the statement added.
