Government gazettes NGAPU - new police unit to support chiefs
The government has officially announced the creation of the National Government Administration Police Unit (NGAPU), a specialised unit within the National Police Service, aimed at strengthening support for government operations and enhancing public security at the grassroots level.
The announcement was made by the Inspector General of Police, Douglas Kanja, through Legal Notice No. 201, dated December 24, 2025, under the National Police Service Standing (Amendment) Orders, 2025.
According to information shared through the gazette, NGAPU was established to support national government administrative officers (NGAOs) in carrying out their lawful duties and to provide security.
Apart from establishing the unit, the notice also outlined its key functions. The new unit will provide protective security to government officers, support administrative operations, enforce national policies, and assist in conflict management and peacebuilding initiatives.
Officers will also be tasked with ensuring security during lawful operations, public functions, and community gatherings, while apprehending offenders and preserving exhibits as first responders.
They will also be required to collaborate with other agencies in responding to incidents that require coordinated efforts and will perform different functions that the deputy inspector general of the Administration Police Service may direct.
The notice also indicated that the unit will have its commandant, who will be responsible to the DIG Administration Police Service.
The unit will be subdivided into structures and categories, including regional unit officers, county unit officers, sub-county unit officers, and ward division unit officers.

Regional officers will be responsible to the regional Administration police commander. They shall oversee the unit’s operations and efficiency in the region. On the other hand, county unit officers shall respond to the County Administration Service Commander. They will take over the unit’s functions at the county level.
However, the sub-county unit Officers shall respond to the sub-county police commander and supervise the unit’s functions at the sub-county level. In contrast, the ward and division units will oversee the unit’s efficiency and respond to the Sub-county Police Commander.
The notice also noted that the duties of NGAPU officers shall be in accordance with the laws and career progression of NPS, as approved by the National Police Service Commission.
It revealed that, after undertaking their duties, and in cases where they make any arrest or need assistance, police stations will offer assistance without delay or reservation. NGAPU officers shall be entitled to applicable allowances as determined by the NPSC.
