Speaking on Tuesday, September 9, PS Kipsang said the government has contracted three firms to maintain the platform.
He explained that the technical aspect of the eCitizen platform is managed by Webmasters, while the payment gateway and feedback mechanism are handled by Pesa Flow and Olive Tree, respectively.
“On average, up to the other day we have been paying almost Ksh115 to Ksh120 million per month, which is an average of around Ksh1.1 billion in a year,” said PS Kipsang.
The Immigration PS also noted that the three firms were contracted following a competitive tender and procurement process.
“These three firms were brought on board through a procurement process; It is not that we woke up one day and said that these three are going to maintain our system. They went through our process, and they were identified,” Kipsang stated.
He also mentioned that the government collects between Ksh750 million and Ksh1 billion per day through the eCitizen platform.
“We collect daily between Ksh750 million and Ksh1.1 billion for all the services. When we took up the system, we were collecting Ksh60 million,” the Immigration PS disclosed.

Furthermore, PS Kipsang said all the funds from the eCitizen platform go to the National Treasury, including the convenience fee.
“The resources flow directly to the National Treasury through its account at KCB. This collection account receives the funds, which are then transferred to a settlement account at the Central Bank before being distributed to various ministries and departments,” Kipsang added.
The eCitizen platform is an integrated portal where members of the public can access, apply for, and pay for government services.
The platform hosts 22,000 services from over 1000 ministries, counties, departments, and government agencies.
In June 2023, President Ruto directed that all payments for government services be channeled through a consolidated eCitizen Paybill.
The Head of State emphasized that the move would enhance management and transparency in revenue collection while curbing leakages from multiple collection points.
