Majority of teachers under the TSC payroll are from the main ethnic groups in Kenya according to Commission’s CEO Nancy Macharia.

According to testimony given before a House committee on Friday, the majority of teachers employed by the government are Kalenjins.

The CEO of the Teachers Service Commission, Nancy Macharia, informed the Committee on National Cohesion and Equal Opportunity of the National Assembly that 59,538 of the total 346,760 employees are community teachers.

Macharia said that of the total, there are 59,010 Kikuyus, 52,882 Luhyas, 40,657 Luos, 39,807 Kambas, 30,317 Kisiis, and 22,164 Meru.

She said TSC has employed one Kenyan European, three foreigners, nine Kenyan Asians, 14 Mijikenda, and 14 Njemps.

“The four communities with the highest number of teachers employed by TSC happen to make up the biggest majority of the population. The figure is very relative to the population of the country,” she said.

“The commission has achieved ethnic balance at various stages of appointment in that there is no representation of more than one-third of staff coming from the same ethnic community.” 

She assured that the commission embraces fair competition and merit as the basis of appointments and promotions.

The CEO said the commission regularly reviews its policies to ensure the realization of constitutional aspirations on gender balance, fair competition, and employment of persons with disability.

Macharia said the commission currently has 37,243 primary school teachers and 16,128 post-primary teachers at the senior management level.

“Majority of teachers at senior level management are within the age bracket of 50-58 years,” she said.

Macharia said of the 53,371 teachers at senior level management, 34,912 are male while 18,459 are female.

“Accordingly, female teachers represent 35 percent of the total teachers at senior level management. “A total of 1,268 teachers at senior management level are persons living with disability,” she said.

Macharia told the committee the commission has 59,424 teachers at the middle level comprising senior teachers in primary schools and senior masters in post-primary schools.

“Majority of teachers at the middle level are women at 58.6 percent. Notably, the age distribution of teachers at this level indicates that the majority are within the age bracket of 44-57 years,” she said.

The CEO said the low-level cadre carries the majority of teachers standing at 233,965.

Macharia said they comprise teachers at grades B5 and C1 for primary teachers and grades C3 and C2 for secondary school.
