Kigen posted to Nyeri, Isaack to Nakuru as Judiciary deploys appellate judges
The Judiciary has effected a fresh deployment of appellate judges across the country, reshaping leadership at key Court of Appeal stations weeks after concluding a nationwide hiring process.
The reassignments place newly elevated jurists alongside experienced members of the bench as part of efforts to improve case handling and ease pressure on the courts.
The changes stem from a placement notice issued by the Judicial Service Commission (JSC), which outlined where members of the expanded appellate bench will serve.
The appointments follow the recent recruitment of 15 judges to the Court of Appeal, a move aimed at raising the number of judges from 27 to 42 after a competitive process that attracted many applicants.
Justice Katwa Kigen is among those who have now taken up their new roles. He has been posted to the Nyeri station following his elevation earlier this year.
In Kisumu, Justice Enock Chacha Mwita has assumed duty at the appellate court.
Before joining the Court of Appeal, he led the Constitutional and Human Rights Division of the High Court, where he presided over matters touching on fundamental freedoms and public interest litigation.
Ahmed Isaack Hassan, formerly chair of the Independent Policing Oversight Authority (IPOA), has also been deployed under the new arrangement and will serve at the Nakuru station.
At the Nairobi station, Justice Daniel Musinga continues in his role as President of the Court of Appeal and sits at Nairobi Post, Court 1. He works together with Judges Kathurima M’inoti, Kibaya Laibuta and Justice Paul Lilan, who is among the latest appointees.

Court 2 comprises Justices Lucy Njuguna, Wanjiru Karanja, Omondi Hellen and Aggrey Muchelule. Court 3 features judges including Abdulahi Warsame and Luka Kimaru.
In Court 4, Justices Milton Makhandia and Lessit Jessie are listed, while Court 5 includes Patrick Kiage and Jamila Mohammed. Court 6 is made up of Professor Justice Joel Ngugi and Justice Chepkoech Ngetich.
Outside Nairobi, the new structure also affects other regions. In Meru, the appellate bench includes Gatembu Kairu and Hedwig Ong’undi. Mombasa has Francis Tuiyott and Grace Ngenye among its judges, while Kisumu’s wider line-up also lists Justices Pauline Nyamweya and Bryam Ongaya.
Nakuru’s team includes Judge John Mativo, and Eldoret’s station names Mwaniki Gachoka, Korir Weldon and Linnet Ndolo as part of its judicial complement.
The placements come shortly after the Judicial Service Commission wrapped up interviews, vetting and merit-based selection for various judicial offices.
With the new judges now distributed to stations across the country, the Judiciary is positioning its expanded appellate bench to enhance efficiency and improve the management of appeals.
