KRA issues a one-month notice to petrol stations on eTIMS

The Kenya Revenue Authority (KRA) has directed all petrol stations and related service providers across the country to fully comply with the electronic Tax Invoice Management System (eTIMS) for fuel outlets within one month.

The authority in a notice issued on Tuesday warned that enforcement action will begin in January, expressing concern that most retailers had failed to adopt the system despite an earlier June 30 timeline.

According to the notice, the eTIMS Fuel Station System is designed specifically for the petroleum sector to ensure real-time invoicing for every transaction.

The system integrates directly with KRA through a forecourt controller and existing point-of-sale machines, allowing the taxman to receive accurate data instantly.

KRA argued that the system will seal revenue leakages that often arise from manual or delayed reporting by service stations.

The automated process was introduced with the intention of reducing paperwork and enhancing transparency across the fuel supply chain.

Meanwhile, in its message to retailers, the taxman urged operators who have not yet complied to treat the matter with urgency.

Additionally, the authority maintained that it will continue supporting the affected service providers in meeting the requirements while urging those with challenges in onboarding the process to contact KRA.

“Retailers who fail to comply by December 31 2025, will face enforcement measures as provided for under the law,” the notice stated.

“KRA remains committed to supporting and facilitating all fuel retailers in meeting these requirements. We also extend our appreciation to the outlets that have already complied with the electronic tax invoicing mandate.”

The launch of the system came after a phased introduction starting in June 2024, including voluntary pilot implementations and stakeholder consultations with an aim of tailoring the technology of fuel retailing.

KRA revealed that as of April 2025, the five third-party integrators had already been certified, and many stations were in various stages of onboarding.
