In a statement on Friday, July 11, Kinoti termed the reports false and misleading, and asked members of the public to disregard them.

“Contrary to the claims being spread, I, Eng. Silas Kinoti, Director General of the Kenya Urban Roads Authority (KURA), I’m not proceeding on terminal leave. These allegations are completely false, misleading, and should be treated with the disregard they deserve,” he said. 

Kinoti urged the public to be wary of misinformation and advised Kenyans to seek updates through verified and official communication channels only.

“The public is hereby urged not to fall prey to misinformation and to rely only on official communication channels for verified updates regarding KURA and its leadership.

“We remain fully committed to our mandate of developing and maintaining quality urban roads infrastructure across the country, and I continue to discharge my duties in that capacity without interruption,” he added.

The reports surfaced hours after Kenya National Highways Authority (KeNHA) Chairperson Winfrida Ngumi announced the resignation of Kungu Ndungu as KeNHA Director General.

In a statement, she confirmed that Ndungu’s resignation has been accepted and will take effect on Friday, July 11.

Ngumi also announced the appointment of Luka Kimeli as the Acting Director General, effective the same date.

At the same time, Philemon Kandie tendered his resignation as Director General of the Kenya Rural Roads Authority (KeRRA).

In a letter, he said the notice takes effect from Friday, July 11, and he is set to formally exit the authority on October 10, 2025. 

Additionally, Kandie expressed his intention to take his accrued annual leave during the notice period.

“Reference is made to your letter Ref. No. KeRRA/02/04.08/874/(36) dated April 13, 2022, on my appointment to the position of Director General on a 5 (five) year contract effective April 13, 2022, and to end on April 12, 2027.

“This letter serves as a formal notification of my resignation from the position of Director General at Kenya Rural Roads Authority, giving a notice of 3 months, effective July 11, 202,5, with my last day of employment being October 10, 2025. I wish to proceed on my 45 days’ annual leave during the period of my notice effective July 14, 2025,” he said.
