Kericho, Nyeri, and ten other counties employ more than 90% of their staff from the same community.

According to a study issued by Auditor General Nancy Gathungu, most counties have failed to comply with Section 7(2) of the National Cohesion and Integration Act of 2008, which mandates that no public establishment shall employ more than 30% of its workforce from the same ethnic community.

The Auditor General’s Report on County Governments County Executives 2022-2023 also revealed that 11 counties hired more than 90% of their employees from a single municipality.

The counties are Nyandarua, Machakos, Nyeri, Kirinyaga, Uasin Gishu, Elgeyo Marakwet, Baringo, Kericho, Bomet, Kakamega, Kisii, and Nyamira. 

Baringo County Governor Benjamin Chesire Cheboi was highlighted as having hired the most county employees from a single community. 

According to the Office of the Auditor General (OAG), 97% of workers employed during the fiscal year under review were from the dominant ethnic group.

Governors Wavinya Ndeti (Machakos) and Erick Mutai (Kericho) were reported to have hired 96% of their employees from their local community.

“The County Executive recruited a total number of 271 new staff during the year,” Gathungu spoke of Kericho County.

“However, the staff number comprised 260 members of staff from the dominant ethnic community in the County forming 96 percent of the new staff composition,” added Gathungu.

Governor Moses Ndirangu Badilisha of Nyandarua was accused of employing 2,264 of the 2,373 employees in his village.

In the neighbouring Nyeri County, the OAG observed, “Review of personnel records provided revealed that the County Executive had 92 percent of its workforce from the dominant ethnic community.”

Kirinyaga County, led by Anne Waiguru, employed 2,255 of its 2,448 staff members from the main ethnic community. 

In Uasin Gishu, 93% of personnel hired during the fiscal year 2022/2023 were from one ethnic community, whilst in neighboring Elgeyo Marakwet, 95% of county administrative staff hired during the same time period were from a single majority community.

Hillary Barchok of Bomet County was likewise accused of recruiting 97% from one community, but his counterpart in Nyamira, Amos Nyaribo, hired 94% of his staff from the dominant ethnic community. 

Governors Fernandes Barasa (Kakamega) and Simba Arati (Kisii) were also charged of employing 91% and 94% of their villages, respectively.
