The Moi University Council has announced a raft of changes at the institution’s top-most leadership.
In a memo, Vice Chancellor Professor Isaac Kosgey was sent on a compulsory eight-month leave.
The council implied that Kosgey had not utilised his 45-day annual leave and had accumulated the days equal to the time he was asked to be out.
It said the leave was meant for the VC’s rejuvenation and health wellness, adding that the days he did not go on leave could not be compensated in monetary terms due to the financial crisis the university is grappling with.
“Clause 10 of your employment contract provides for 45 working leave days per annum. However, it has come to the notice of the University Council that you have accumulated a substantial number of leave days equivalent to eight months.
The University Council has unanimously resolved in its meeting held today on 30th January, 2025 that you proceed on 8 months of leave and utilize all your accumulated leave days with effect from the date of this letter,” the memo partly read.
According to the council chairperson, the continuous accumulation of leave days by the Vice Chancellor exposed the institution to audit queries.
“According to Section 28 of the Employment Act (2007), the Public Service Human Resource and Procedure Manual 2016 and Clause 10 of your employment contract provides for 45 working leave days per annum.
However, it has come to the notice of the University Council that you have accumulated a substantial number of leave days equivalent to eight months,” the council noted.

“The above notwithstanding, leave is necessary for rest and rejuvenation for an employee’s health and performance. Based on the above, the University Council has unanimously resolved in its meeting held today on January 30, 2025, that you proceed on 8-month leave.”
The council chairperson also disclosed that the two University Deputy Vice-Chancellors, Isaac Kimengi and Henry Kiriamiti were also sent on sabbatical leave for one year.
Further, the new council also suspended the university’s chief finance officer and legal officers pending the outcome of the ongoing investigations.
Following the radical changes, the council chairperson confirmed the appointment of Professor Kiplagat as the acting university Vice-Chancellor.
The council was appointed by Education Cabinet Secretary Julius Ogamba this month and mandated to bring order to the troubled university.
