Nyali MP Mohammed Ali has petitioned the Ethics and Anti-Corruption Commission (EACC) to launch a formal investigation into the Mombasa County Government’s agreements and procurement activities with a Ghanaian group of companies over a multibillion-shilling waste management project.
In a letter addressed to the EACC, Ali stated that the commission should scrutinise the relevant agreements, contracts, public expenditure, feasibility studies, travel arrangements and tender processes.
The MP claims that the county government irregularly awarded the companies a Ksh17 billion waste management tender project.
Despite formally requesting the information in a letter dated November 4, Ali claims that he has not received a substantial response, thus prompting him to seek intervention from the commission.

Ali also claims that all the agreements between the county governments and the companies were initiated without a green light from the county assembly.
“I write to formally request that the EACC follow up and initiate immediate investigations into matters arising from my letter dated 4th November 2025 to the County Government of Mombasa, which has been acknowledged by several county offices but remains without substantive response,” the MP said.
“The information sought concerns agreements, procurement processes, public expenditure, travel arrangements, feasibility studies, and project approvals involving the County Government of Mombasa,” he added.
He urged the commission to also scan records relating to the involvement of youth groups, including eligibility criteria, selection procedures, funding approvals, procurement of equipment or vehicles, and proof of compliance with requirements.
According to the lawmaker, the commission should be keen to examine the possibility of the county government having contravened any law, specifically the EACC and the Public Procurement and Asset Disposal Act.
He also petitioned the commission to compel the county government to release information and documents relating to the deal, which the county government had initially failed to produce after his request.
The investigations will be fundamental in ensuring that there is transparency, accountability, and the proper use of public resources, in accordance with the constitution, according to the MP.
“Under Section 11(1)(d) (e), and (j) of the Ethics and Anti-Corruption Commission Act, 2011, the Commission is empowered to investigate corruption and economic crimes, monitor compliance with integrity requirements, conduct investigations either on its own initiative or upon receiving a complaint,” the statement from the MP read.
