Most corrupt counties, EACC report

EACC (Ethics and Anti-Corruption Commission) in its report reveals the most corrupt counties on misuse of public funds.

Some of the most corrupt counties in the country are in the country’s north-eastern region, according to an Ethics and Anti-Corruption Commission (EACC) report.

Marsabit County leads with 90 cases in the report presented to the Senate’s Justice and Legal Affairs Committee (JLAC) on September 8. Samburu is second with 87 cases, Wajir is third with 32 cases, and Mandera is fourth with 22 cases.

Following reports of corruption allegations in the four counties, Marsabit Senator Mohamed Chute specifically wanted to know the number of cases the panel had recommended to the Director of Public Prosecutions.

In response, the commission stated that the cases are part of 231 graft-related investigations in which they are seeking to arrest and prosecute suspects in the four counties.

“The Commission has prioritized 67 high impact cases which have been completed or are at various advanced stages of investigation,” the report read in parts.

A number of cases, according to EACC Chief Executive Officer Twalib Mbarak, involve investigations into the inflating of tenders for the procurement of items like tractors and vehicles.

EACC equally outlined a few successes that they have registered in the counties, including the ongoing prosecution of former Samburu Governor Moses Kasaine Lenolkulal.

“Allegations of embezzlement of public funds by officials of the county government of Wajir amounting to Ksh26.1 million has been finalized in court and the accused convicted. 

“There is also an inquiry into allegations of irregular recruitment to fill 23 positions by the Samburu County Assembly as well as claims of misappropriation of public funds by the county government in the purchase of survey equipment at an inflated cost of Ksh9.6 million,” Mbarak stated.

In Marsabit, EACC is seeking to recover the stolen money in six cases where county officials alleged embezzled funds donated for the drilling of boreholes and tree planting.

Similarly, there is also an inquiry into a Ksh20 million relief food supply tender awarded to a local Marsabit company. 

It was also reported that some Ksh20 million was irregularly disbursed to pay for the excavation of a water pan in the same county.

Mbarak also told the Senate committee that many of the cases that were presented to the DPP for prosecution have been referred back to the agency for further investigations.
