Outgoing Uhuru cabinet Secretaries to take home up to Sh20.8 million each

Cabinet Secretaries who served under former President Uhuru Kenyatta to take home up to Sh20.8 million each in gratuity.

The outgoing Cabinet Secretaries who served in President Uhuru Kenyatta’s government will walk away with up to Sh20.8 million each in gratuity payment.

However, there are questions over the integrity implications of their relatively low exit packages compared to that of the other super-earners in public service.

Principal Secretaries (PSs), the administrative chiefs of each State department, will also make wages that are relatively comparable to individuals who have been there since Uhuru Kenyatta came to power in 2013.

The payouts came after President William Ruto formed his 22-member Cabinet in a sweeping overhaul of the Executive in which only two of Uhuru Kenyatta’s ministers were retained.

Cabinet Secretaries and PSs are not entitled to a pension but receive gratuity equivalent to 31 percent of annual basic pay for every year served.

This is contrary to other State officers such as the President, Deputy President, Speakers of Parliament, and Chief Justice who are entitled to lifetime pensions, top-of-the-range vehicles, and perks upon exiting the public service.

The outgoing Cabinet Secretaries who have served from Kenyatta’s first term in 2013 are set to pocket Sh20.8 million each in gratuity.

Those who took office in December 2015 following a shuffle such as Joe Mucheru will get a farewell package of nearly Sh15 million.

The Cabinet Secretaries who served only Kenyatta’s second term, and will each receive Sh10.47 million in gratuity.

The SRC, which advises the government on the salaries of public sector employees, claims that the compensation is unsustainable and places an extra burden on taxpayers.

In line with the benefits provided to retiring presidents, vice presidents, chief justices, and parliamentary speakers, county governors and their deputies are asking for lifetime pensions of Sh739,200 and Sh700,000, respectively.

They also want a lump sum payout equal to their annual salary, a 3,000cc four-wheel-drive automobile, fuel reimbursement, a driver, a personal assistant, and medical insurance for both domestic and international treatment.
