Inspector General of Police Japhet Koome on Monday, December 5, missed an official meeting presided over by President William Ruto after he was informed of a security breach en route to the event held at Safari Park, Nairobi County. 

Chief Justice Martha Koome apologized on behalf of the IG for his absence during the presentation of the National Council on the Administration of Justice’s (NCAJ) maiden Annual Report.

She reaffirmed that the IG needed to address the security breach and deal with the situation. 

Chief Justice noted that the IG is obliged to report to the president on the state of security in the country and hence ought to fulfill his mandate at any cost. 

“I wish to offer apologies from the IG, your government is very busy. On his way to this meeting, he was called because of a security breach and he changed tact because he had to answer to you why those security lapses are happening so he abandoned this meeting. Apologies from your IG,” she stated. 

In addition, Interior Cabinet Secretary Kithure Kindiki sent a representative after skipping the meeting.

The Interior CS confirmed in a statement that he spoke with security stakeholders about the crisis in Garissa County. Also present was IG Japhet Koome.

“Interior Cabinet Secretary Kindiki Kithure this morning hosted Garissa leaders led by Governor Nadhif Jama and Senator Abdulkadir Haji for talks around the security situation in the County,” read part of the statement. 

CJ Koome discussed a number of judicial problems during the conference, saying that the independent arm would prioritize universal access to justice.

“In all our meetings we never discuss the merits of a matter but the administration of justice. Are we delivering justice to our people?” she posed. 

The CJ tasked the National Treasury to ensure the funds are allocated to the Judiciary to support the delivery of justice. 

“We hope that the National Treasury can reference budgetary allocation to ICT for justice sector agencies to ensure undisputed delivery of justice,” she affirmed.
