Public Service Cabinet Secretary Geoffrey Ruku’s remarks came when he made an impromptu visit to the Coast Region National Government Offices in Mombasa, which host various government agencies.
The CS did not use his official car when he visited the offices on Tuesday, perhaps to conceal himself.
Ruku said the government will not relent in taking action on public servants who knowingly hamper service delivery by absconding from duty.
“Public servants are expected to adhere to the principles of public service, including responsiveness, efficiency, effectiveness, timeliness, and citizen-centred delivery at all times and per the Constitution,” Ruku said.
“We continue to direct all public service providers across the government to be committed to quality public service delivery and to serve Kenyans with integrity, transparency, and utmost promptness.”
The CS further revealed that they were entrenching Huduma Smart Serikalini, to leverage technologies to streamline and improve service delivery and performance.
Ruku also announced that the government is in the process of launching public reforms to align the work of public servants with the latest demands of the sector to ensure improved service delivery.

Meanwhile, on May 30, Ruku ordered the immediate suspension of three senior National Youth Service (NYS) managers, a move he said was meant to uphold accountability and restore discipline within the institution.
Ruku, who spoke at the NYS headquarters in Ruaraka, emphasised the need for public officers to embrace good governance and quality service delivery to the public.
Citing Article 10 and 232 of the constitution, the CS stressed that public officers must ensure efficient and effective use of resources, uphold transparency, and serve all Kenyans fairly and responsibly.
Initially, the CS had announced that plans were underway to ensure employment in the public sector is purely based on merit.
According to Ruku, the employment process in the public sector has been tainted because some people are not getting jobs based on merit, but because of connections, assuring that this is set to change in the coming days.
