Raila writes to IEBC for an immediate meeting over ‘parallel’ presidential result forms witnessed during the inspection of the ballot printing exercise.

Azimio presidential candidate Raila Odinga’s agents raised issues they termed as pertinent after touring Athens, Greece, to witness the ballot printing exercise.

Through findings submitted by Raila’s lawyer Paul Mwangi, Azimio now claims that IEBC had printed an extra set of results declaration forms, complete with all the security features.

Raila is now asking that a meeting be scheduled with all four presidential candidates by the Independent Electoral and Boundaries Commission (IEBC) to discuss the issue, claiming that it jeopardizes the legitimacy of the election on August 9.

The “anomaly” was found, according to Raila’s letter, by the Azimio’s two representatives who traveled to Athens with IEBC commissioners to observe the printing of presidential ballot sheets.

Paul Mwangi said the commission had printed two books of Form 34As, labeled as Book 1 of 2 and Book 2 of 2.

According to Azimio, when its representatives sought for clarification on the issue, they were informed that the commission needs the additional form 34As to provide copies to election observers, the media, and other stakeholders.

“We, however, reject this explanation. Firstly, because Book 2 of 2 from which it is alleged copies for stakeholders will be obtained is more than just a copy. It is actually a set of fully fledged form 34As complete with all security features similar to those in Book 1 and 2,” said Mr. Mwangi in the letter to IEBC chair Chebukati.

The coalition said the form 34A Book 2 of 2 has every requirement of electoral laws and regulations and therefore can be used as a substitute.

This, the coalition says, was likely to open room for submission of “election results”.

“It is clear that Book 2 of 2 was intended to be a copy of Book 1 of 2 because it has a separate and distinct serial numbering. Book 2 of 2 is not an intended continuation of the declaration in Book 1 of 2 but actually a separate and parallel result declaration form,” said Mr. Mwangi.

He pointed out that the possibility of using two forms to rig the presidential election existed. 

The official presidential result declaration form at the voting location is Form 34A.

Additionally, it was discovered that the IEBC did not request the printing of Document 34B, as it had informed stakeholders that the form would “self-generate” when Form 34A results were entered.
