In a statement after the attack, Prime Minister Yulia Svyrydenko said the attack hit the roof and upper floors of the government building in central Kyiv.
She noted that firefighters are battling the blaze.
Ukrainian officials confirmed that at least two people were killed in the strike and a dozen others injured.
Svyrydenko accused Moscow of waging daily terror against Ukrainian civilians.
“For the first time, the building of the Ukrainian Government sustained direct damage—its roof and upper floors were hit in the enemy attack.
Firefighters are extinguishing the blaze, and I thank them for their courage and dedication. We will rebuild what has been destroyed. But the lives lost cannot be restored. Russia continues to terrorize and murder our people every single day,” she said.
The Prime Minister urged international partners to intensify sanctions, particularly targeting Russia’s oil and gas sector.
She also called for new restrictions to cut off funding for the Kremlin’s military operations.
“The world must answer this terror not with words alone, but with decisive action. Sanctions pressure must be intensified, above all against Russian oil and gas. New restrictions are needed that will strike at the Kremlin’s military machine. And most importantly, Ukraine needs weapons. Only strength can stop the terror and prevent Russia from killing Ukrainians every day.”

Rescue teams are working across Ukraine after a barrage of Russian missiles and drones struck Kyiv, Kryvyi Rih (President Volodymyr Zelensky’s hometown), Dnipro, Kremenchuk, and Odesa.
The attack marks a symbolic escalation in Russia’s campaign, with the seat of Ukraine’s government suffering direct damage for the first time in the war.
It also comes at a time when Russian President Vladimir Putin warned the West against sending peacekeeping troops to Ukraine after a ceasefire is agreed.
Kyiv has repeatedly called on Western allies to step up military aid as Russia intensifies its strikes on civilian and critical infrastructure ahead of winter.
Ukraine’s Foreign Affairs Minister Andrii Sybiha called for a strong response from Ukraine’s allies as Russia escalates attacks.
He insisted that only pressure on Moscow can end its escalation of terror against Ukraine.
“For the first time, more than 800 (!) drones and missiles overnight. Civilians killed and injured, civilian infrastructure damaged in Kyiv, Odesa, Kremenchuk, Kryvyi Rih, Zaporizhzhia, among other cities.
“For the first time since the beginning of full-scale war, Russia damaged the Ukrainian Government building in Kyiv. This alone is a serious escalation,” Sybiha said on X.
