In a communication dated Monday, June 9, Chief of Staff and Head of Public Service Felix Koskei announced the changes, noting that the reorganization had been effected through Executive Order No. 1 of 2025.
“It is notified that His Excellency the President, in exercise of the authority vested in the Head of State and Government to direct and co-ordinate the functions of Ministries and Government Departments, has issued an Executive Order effecting a reorganization of the Government,” he stated.
As such, Koskei noted that the new order revokes Executive Order No. 2 of 2023, and sets out a range of adjustments including the establishment of seven new State Departments.
“The new Order, serialised as Executive Order No. 1 of 2025, repeals Executive Order No. 2 of 2023. This Order codifies various changes to the structure of Government, as previously notified, including the establishment of seven new State Departments,” he added.
The newly established departments include the State Department for National Government Coordination, State Department for Science, Research and Innovation and the State Department for Public Investments and Assets Management.
Others are State Department for Special Programmes, State Department for Aviation and Aerospace Development, State Department for Children Services, and the State Department for Justice, Human Rights and Constitutional Affairs.
At the same time, the order assigns specific state departments to respective ministries.
For instance, the Office of the Prime Cabinet Secretary & Ministry of Foreign and Diaspora Affairs now comprises the State Departments for National Government Coordination, Foreign Affairs, Diaspora Affairs, Parliamentary Affairs, and Science, Research & Innovation.
The Ministry of Interior and National Administration has retained oversight of Internal Security and National Administration, Correctional Services, and Immigration & Citizen Services.
The National Treasury now includes the State Departments for Economic Planning, and Public Investments & Assets Management, in addition to the Treasury office.
Meanwhile, the Ministry of Public Service, Human Capital Development and Special Programmes will now supervise departments focusing on Public Service & Human Capital Development and Special Programmes.
The Ministry of Roads and Transport will oversee the State Departments for Roads, Transport, and Aviation & Aerospace Development.
Under the Ministry of Lands, Public Works, Housing & Urban Development, the government has maintained the departments for Lands & Physical Planning, Housing & Urban Development, and Public Works.
In the digital space, the Ministry of Information, Communications & The Digital Economy will continue to operate through the State Departments for Broadcasting & Telecommunications, and ICT & The Digital Economy.
The Ministry of Health retains oversight of Medical Services and Public Health & Professional Standards.
The Ministry of Education has been segmented into the State Departments for Basic Education, Technical and Vocational Education and Training (TVET), and Higher Education.
Similarly, agriculture is now managed under two departments, Agriculture and Livestock Development, under the Ministry of Agriculture & Livestock Development.
The Ministry of Investments, Trade & Industry will manage three State Departments: Investments Promotion, Trade, and Industry.
On the other hand, the Ministry of Co-operatives and Micro, Small and Medium Enterprises (MSMEs) Development will be in charge of Co-operatives and MSMEs Development.

The Ministry of Youth Affairs, Creative Economy & Sports now has departments for Youth Affairs & Creative Economy, and the State Department for Sports.
The Ministry of Environment, Climate Change & Forestry will house the State Departments for Environment & Climate Change, and Forestry.
The Ministry of Tourism & Wildlife will manage the Tourism and Wildlife departments respectively while the Ministry of Gender, Culture & Children Services now has three units: Gender Affairs & Affirmative Action, Culture, The Arts & Heritage, and the newly introduced State Department for Children Services.
With the Ministry of Water, Sanitation & Irrigation comprising the departments for Water & Sanitation, and Irrigation, the Ministry of Energy & Petroleum will represent the State Departments for Energy and for Petroleum.
The Ministry of Labour & Social Protection will be in charge of the State Departments for Labour & Skills Development, and Social Protection & Senior Citizen Affairs.
Meanwhile, the Ministry of East African Community (EAC) Affairs, the ASALs & Regional Development will oversight the departments for EAC Affairs and ASALs & Regional Development.
The Ministry of Mining, Blue Economy & Maritime Affairs will now oversee Mining, the Blue Economy & Fisheries, and Shipping & Maritime Affairs.
Finally, the Office of the Attorney-General will manage the State Law Office and the newly created State Department for Justice, Human Rights & Constitutional Affairs.
“The Executive Order does not, in any way, vary, impede, or invalidate the ongoing reforms of State Corporations; and the National Treasury is directed to take note of any changes in Ministerial Portfolios and Mandates, and to align the ministerial budgets for FY 2025/26 in line with the functions set out in the new Order,” Koskei noted.
