Ruto to launch political school for UDA using Communist Party of China framework
Kenya’s ruling party is building a leadership school modelled after China’s Communist Party training system, aiming to transform from an election machine into a permanent ideological institution.
The United Democratic Alliance (UDA) delegation, led by Secretary General Hassan Omar Hassan, is currently in China studying the Communist Party’s century-long expertise in cadre training and grassroots mobilisation.
The team was received at Xiaoshan International Airport in Hangzhou by Lu Qingmin, deputy principal of the Zhejiang Provincial Party School, marking a significant step in UDA’s institutional development.
The delegation led by Senator Hassan Omar comprised Senator Danson Mungatana, Women’s Representative Cecilia Ngetit, Senior Adviser Prof. Edward Kisiangani, UDA Executive Director Nicodemus Bore, alongside members of the secretariat.
The UDA Party School is at an advanced stage of development, with officials keen to adopt world-class frameworks from established political institutions known for disciplined organisation and long-term governance.
President William Ruto’s party seeks to transition beyond winning elections, focusing instead on building a sustainable institution that trains leaders for current and future generations across Kenya.
The benchmarking visit to Zhejiang Provincial Party School aims to incorporate best practices in political discipline, governance structures, and systematic leadership development into UDA’s emerging training framework.

UDA’s evolution from the Party of Action, established in February 2012 by Hillary Yegon, demonstrates its journey from a minor political outfit to Kenya’s ruling party today.
The party underwent significant rebranding in 2017, becoming the Party of Development and Reforms before its final transformation to UDA in December 2020 under the “hustler nation” narrative.
In the 2022 elections, UDA became the central party in the Kenya Kwanza Alliance, securing the presidency for William Ruto and winning significant parliamentary seats nationwide.
The Chinese Communist Party operates under “democratic centralism,” maintaining a strict top-down hierarchy through the Politburo Standing Committee, currently led by General Secretary Xi Jinping, who holds supreme decision-making authority.
With over 100 million members, the CCP controls the government, the military, and society through a pyramid structure that extends from the national level down to villages, schools, and workplaces nationwide.
UDA officials are particularly interested in the CCP’s recruitment strategies, ideological training methods, and mechanisms for maintaining organisational discipline across diverse geographic and demographic contexts nationwide.
