Ruto’s ally Nelson Havi says IEBC is against the law not to provide manual register
Ruto’s ally Nelson Havi clarifies that the IEBC is against the law not to provide a manual voter register in the August polls.
Azimio la Umoja presidential candidate Raila Odinga has stepped up his call to have the Independent Electoral and Boundaries Commission (IEBC) avail of both electronic and manual voter registers.
Speaking on Wednesday, 6, June during a campaign tour in Kiambu County, Raila said IEBC must use the manual voters register as a complementary identification mechanism.
He claimed that the IEBC is insisting on using the biometric register to aid in rigging elections.
However, in an interview on KTN News, former Law Society of Kenya (LSK) President Nelson Havi said the law demands the IEBC to have both electronic and manual voter registers on the voting day.
“We are not saying either of them has to be excluded. You must have both of them; you must have an electronic register and a manual register just in case a doubting Thomas wants to verify. Because how do I know what you are looking at from your computer,” Havi said.
“There ought to be an electronic voter register. We often create debate out of issues that require no debate. Permit me to say sorry to whoever is in my party and may want to take a divergent view. The legal position is as clear as we have enumerated. You have a manual register then it is succeeded by an electronic register; you are required to have both. It’s common sense, it’s the law and most practical thing to do,” he added.
