Senate issues way forward on impeachment of Isiolo Governor Abdi Guyo

The Senate has outlined the procedure it will follow in investigating the impeachment of Isiolo Governor Abdi Ibrahim Hassan.

Speaking on Monday, June 30, Senate Speaker Amason Kingi announced that the House will conduct the impeachment proceedings in plenary on Tuesday, July 8 and Wednesday, July 9, 2025.

“As I communicated earlier by way of message, the Senate may appoint a resolution committee comprising 11 of its members to investigate the matter or to investigate the matter in plenary.

“The motion having been negatived, the route of the special committee has been abandoned and that implies that the Senate will investigate the proposed removal in office by impeachment of Abdi Ibrahim Hassan, the Governor of Isiolo, in plenary,” he said.

Kingi further issued a series of directive outlining the schedule to be followed ahead of the hearings.

“In line with the schedule of activities for an impeachment, I direct the clerk to issue invitations to appear to the parties on Tuesday, July 1st; the parties provide their responses with the Office of the Clerk of the Senate by Friday, July 4th by 5PM; the clerk to circulate documents received from parties including the plenary hearing program to all senators by close of business on Monday, July 7th by 5PM; the Senate shall then investigate the matter in plenary on Tuesday, July 8th and Wednesday, July 9th,” he added.

Guyo’s impeachment followed a resolution passed by the Isiolo County Assembly on Thursday, June 26, with 16 out of 18 MCAs supporting the motion. 

Allegations include abuse of office, constitutional violations, creating an inflated executive structure of 36 advisors and 31 chief officers, neglect of key revenue targets, and mismanagement of bursary funds.

Although the High Court issued a conservatory order on Wednesday, June 25, halting the assembly’s impeachment proceedings, the County Assembly proceeded on Thursday, June 26.

In upcoming plenary, senators will extensively review the allegations, evaluate supporting documentation, and grant Guyo the opportunity to defend himself. 

A simple majority vote by all 47 senators is required to uphold any charge; should the motion succeed, Guyo would immediately vacate office.
