Tana River County government plans Canada visit to learn governance model

The Tana River County government has reached out to Canada’s Woodlands County asking if their leaders can pay a visit, for a chance to learn about best practices in local government.

Woodlands councillors considered the request from the county government during their regular meeting  on February 26, 2026.

“We think sharing the knowledge we have, particularly around forest management and industry, could potentially assist them over there,” Matthew Ferris, Woodlands chief administrative officer, told the council.

Ferris suggested that Woodlands representatives could also speak with the Tana River County representatives about water and wastewater services.

He revealed that Woodlands County received the letter from the Tana River County government through Chief of Staff Maurice Osano on February 9.

In his letter, Mr. Osano wrote that Tana River is one of 47 counties in Kenya and is home to 367,420 people, adding that trade and agriculture are important to its economy.

“Despite its strategic importance, the county continues to face several development challenges, including governance constraints, low revenue collection, inadequate water and sanitation services … housing shortages (and) poor urban planning,” Osano wrote.

“We hold your county in high regard for its notable achievements in rural planning, governance, and water and waste management.”

Osano wrote that Tana River County would like to send five representatives, including the Governor, to Woodlands County in June. 

He said the delegation would like to learn about Woodlands’ financial management, infrastructure development and service delivery, as well as attend at least one council meeting.

“We are confident that these interactions will strengthen relations between our two governments and lay a solid foundation for future co-operation and mutual learning,” Osano wrote.

On February 26, Ferris asked Woodlands council to agree to hosting the delegation “in principle,” while local administration checks if there would be any cost.

Ferris said he believes the Tana River delegation is also interested in visiting other municipalities.

“I absolutely think this is a great opportunity,” Goose Lake/Freeman Councillor Peter Kuelken said. “I would like to see their ag component and how they operate.”

Fort Assiniboine/Timeu Councillor Benny Whitten’s motion to approve hosting the delegation “in principle” was carried.
