In a statement on Thursday, July 31, Akombe remembered Msando as a dedicated public servant who lost his life for standing up for electoral integrity.

“Eight years ago, they strangled you for merely doing your work. You had openly stated that under your watch, elections would not be rigged.

“They silenced you forever. But justice will be served one day. Your legacy in the fight for electoral justice remains etched in our memories,” she wrote.

As the head of ICT at IEBC, Msando oversaw the biometric voter registration, the integrated election system, and real-time digital results transmission for the 2017 general elections. 

He was considered one of the few officials with complete access to both the digital and physical infrastructure of the election systems.

Around July 28, 2017, Msando failed to attend a scheduled television interview, and this raised initial concern. 

It later emerged that he had previously reported receiving threats, which intensified fears about his safety. 

On July 29, 2017, police recovered two bodies in a forested area near Kikuyu, located in Kiambu County, outside Nairobi. 

One of the bodies was later identified as Msando, while the second belonged to a 21-year-old woman named Maryanne Ngumbu.

His body was first taken to the City Mortuary and later moved to Lee Funeral Home after confirmation of his identity. 

The then IEBC chairperson, the late Wafula Chebukati, publicly confirmed his death on July 31, just nine days before the election.

A post-mortem examination concluded that Msando died from strangulation, which caused a fatal brain injury. 

The autopsy also revealed clear signs of torture; his right arm had incisions, his body showed signs of blunt force trauma, including to the head and abdomen, and his forearm was broken. 

Chebukati publicly described the incident as a murder and urged the government to ensure the safety of all electoral staff and to pursue justice.

“There’s no doubt that he was tortured and murdered. The only issue is who killed him and why. I demand from the government that they provide security for all members of the IEBC for them to give Kenya free and fair elections,”he said at the time.
