President William Ruto reorganizes government placing the budget policy and economic affairs under his wing at the State House.

In his first official move, President William Ruto reorganized the government on 13, October by bringing economic policy and budget policy under his purview at State House to reflect his goals for the ensuing five years.

William Ruto, who ran for the government on a platform of economic recovery and the ascent of hustlers from the base of the pyramid, has established three new offices to direct his strategy under his direct direction and supervision.

These include the Council of Economic Advisers, Office of Economic Transformation, and Office of Fiscal Affairs and Budget Policy.

According to reports, the Fiscal Affairs and Budget Policy office will act akin to the President’s Budget Office under the Uhuru Kenyatta administration to help craft finances and policies in line with the Head of State’s agenda, while the office of the economic transformation and the council of economic advisers will be tasked with predictive and advisory analysis of the economy, ways of raising revenue, as well as policies to help extend the cheapest credit to the most number of people to steer growth.

President Ruto also reorganized the office of the head of the public service by integrating it with the office of the chief of staff, just as President Kenyatta had done during his first term before he divided the two positions.

The executive order states that the chief of staff and head of the public service will serve as the administrative head of the Executive Office of the President, coordinate the work of the principal secretaries’ committees, and assist the office of the President in streamlining the planning and effective execution of government operations.

Other newly created positions in the State House include those for the National Security Advisor (Dr. Monica Juma), Office of the Council on Climate Change Advisor, and Office of the Women Rights Adviser, which will be led by Harriette Chiggai.

The Secretary to the Cabinet, State House Comptroller, Deputy Chief of Staff, and Private Secretary to the President will all be located in this office.

Additionally, Dr. Ruto established a new position for the head of the Presidential Communication Service, which would be filled by the spokesperson for the State House.

Ruto’s executive order, which reorganizes government also aimed to address a rumored push-and-pull over the positions of Prime Cabinet Secretary, which Mr. Musalia Mudavadi has been nominated for, and the Office of the Deputy President, currently held by Mr. Rigathi Gachagua.

While Mr. Gachagua will work from the Harambee House Annex, Mr. Mudavadi will reside at the Haile Selassie Avenue headquarters of Kenya Railways.
