Former Deputy President Rigathi Gachagua has appointed former Kakamega senator Cleophas Malala to spearhead the implementation of the Democracy for the Citizens Party (DCP) 2026 Plan of Action.
The move marks a key step in the party’s preparations ahead of the next electoral cycle.
Gachagua announced the decision on Monday, saying the plan was ratified after a three-day retreat that brought together like-minded legislators and members of the party’s top leadership.
He said the retreat provided an opportunity for the party to take stock of the political environment, harmonise its priorities and agree on a clear roadmap for the year.
“After a 3-day retreat with like-minded legislators, this morning, with the DCP_Democracy Deputy Party Leader, we have ratified the Plan of Action for the year. I have tasked Senator Cleophas Malala to spearhead the implementation of this Action on behalf of the party,” Gachagua said, adding that Malala had been tasked with overseeing its implementation on behalf of the party.
The Plan of Action sets out DCP’s political, organisational and grassroots strategies as the party positions itself for 2026.
While details of the plan were not disclosed, the move indicates renewed focus on strengthening party structures, enhancing coordination among legislators and building momentum at the grassroots.
The decision to hand Malala the implementation role signals an effort by the party to move from planning to execution.

Malala is expected to work closely with the party’s leadership, legislators and regional coordinators to ensure the plan is rolled out effectively across the country.
His role will include coordinating activities, tracking progress and reporting back to the party leadership on milestones and challenges.
Gachagua, who has in recent months been vocal on national political issues, said DCP remains committed to promoting democratic values and inclusive leadership.
The adoption of the Plan of Action is seen as part of a broader effort to build a structured political movement ahead of the 2027 general elections.
The ex-DP has previously expressed confidence that the party, working in a coalition with Kalonzo Musyoka’s Wiper party, would sweep the majority of seats in 2027.
According to the DCP party leader, the United Opposition is targeting the governorship, the senate, at least 16 out of 17 parliamentary seats, and 75 out of 85 ward seats.
Gachagua sought to downplay the loss by the United Opposition in the last by-elections, saying his DCP party won three out of the five seats in which it fielded candidates.
