Government to introduce service fees at all Huduma Centres; CS Kuria

CS Kuria hints at government plans to introduce service fees for all services offered at Huduma Centres across the country. 

Public Service, Performance, and Delivery Management Cabinet Secretary Moses Kuria has hinted at the possibility of the government introducing fees for services offered at Huduma Centers.

Speaking during the takeover of the State Department of Public Service, Kuria explained the fee would be used to run the centres and ease the financial burden on the Treasury.

“Our Huduma centers have been a popular source of government services for so many of us, and we must make sure they become self-sustainable without depending so much on the National Treasury. What of introducing a small fee for services offered?” he posed.

“You have been enjoying these services without paying, there is no more free lunch. You have to pay for it, we will introduce a fee for service for government service and private service to support our e-commerce because Huduma Centre will be the backbone for e-commerce,” he stated.

He added that it will go through public participation and be presented in Parliament before it’s implemented.

“We have not settled on the amount yet, this is one of the many changes we want to introduce as a way of improving this ministry,” CS Kuria said.

Some of the services offered at Huduma Centres include National Health Insurance Fund (NHIF) registration, national ID application, student loan application (HELB), driver’s license and renewal, and single business permit among others.

There are at least 52 centres spread across the country and the government seeks to increase the number.

Huduma Centres were introduced by former President Uhuru Kenyatta as part of Vision 2030.

At the same time, Kuria said he will have a microscopic view of all projects done by National and County governments.

“We have no time to waste and everybody must be ready to work extra hard to make sure all these projects are completed on time. No time for laziness,” said Kuria.

He observed that transforming the National Youth Service (NYS) will be part of the radical changes he intends to implement in his new ministry.

“NYS will reengineer a great transformation in this country, wake up the Agricultural sector, revive manufacturing, incarcerate the culture of patriotism, which will be the tool of hope, and discipline to our youths,” Kuria said.

The Public Service, Performance, and Delivery Management CS further said he will rebrand the Kenya School of Government to an Africa School of Government where other African countries will be coming here for their training.
