HELB issues 21-day notice to all students over new funding model
The Higher Education Loans Board (HELB) has issued a 21-day window for students to submit appeals regarding scholarship and loan funding.
This comes after the organization, alongside the Universities Fund (UF), made improvements to the scholarship and loan appeals mechanism.
“Following the successful abbreviated public participation, the stakeholder comments, memoranda, and feedback, the two State Corporations have improved the scholarship and loan appeals mechanism,” HELB stated in a notice.
The appeals portal opened on April 1, 2025, and will remain active for 21 days to allow aggrieved students to make their submissions.
According to the notice, the appeals mechanism is accessible on the HELB website www.helb.co.ke, the UF website www.universitiesfund.go.ke, and the Higher Education Financing Portal www.hef.co.ke.
“HELB and UF are in the process of analyzing the appeals application data collected and are committed to providing feedback to each of the affected students,” the notice added.
HELB further noted that the scholarship loan funding model is currently under judicial review, and could result in further changes depending on the outcome.

“We wish to notify the general public and all stakeholders, including students, parents, guardians, and higher learning institutions that the Variable Scholarship Loan Funding Model being subject to an ongoing court appeal process may change in the future depending on the outcome of the appeal before the Court,” the statement concluded.
In December 2024, the High Court declared the Variable Scholarship and Loan Funding Model unconstitutional, prompting HELB and the UF to appeal.
In March, the Court of Appeal suspended the High Court’s ruling, allowing the government to resume the funding model upon conducting public participation within 14 days.
Following the appellate court’s directive, HELB and UF initiated a public participation process from April 1 to April 4, inviting stakeholders to provide feedback on the appeals mechanism.
