High Court orders immediate reinstatement of Natembeya and Khalwale’s security
The High Court has directed the government to immediately restore the security details of Trans Nzoia Governor George Natembeya and Kakamega Senator Boni Khalwale, pending the full hearing of a petition challenging the withdrawal of their protection.
The conservatory orders were issued on Tuesday by Justice Bahati Mwamuye, who ruled that the petition presented by the Centre for Litigation Trust had raised substantial questions about the legality and constitutionality of the State’s actions.
In the interim orders, the court instructed the Inspector General of Police, the Interior Cabinet Secretary, and the Attorney General to reinstate the officers “in the numbers, composition, and particulars” that had been attached to the two leaders before their security was withdrawn.

According to the petition, the government’s abrupt decision to scale down the VIP security of the two leaders violated established policies governing the protection of senior public officials.
The petitioners argue that the move placed both Natembeya and Khalwale at heightened personal risk.
The Centre for Litigation Trust accuses the State of acting arbitrarily, failing to follow due process, and discriminating against the two leaders, pointing out that other governors and senators continue to enjoy their full security detail.
The organisation further alleges that the withdrawal was politically motivated, claiming it was intended to intimidate the two leaders due to their recent political pronouncements.
Justice Mwamuye directed the petitioner to serve all parties with the court papers by December 5. The respondents the Interior Ministry, Inspector General, and Attorney General must file their responses by December 30.
The matter will be mentioned on January 21, 2026, for compliance checks and further directions.
