Some MPs chose to vote for or against the Finance Bill, 2023 on Wednesday in defiance of the party stances expressed by President William Ruto and Azimio leader Raila Odinga.
During the late-Wednesday vote, the Bill received support from 176 MPs, opposition from 81 MPs, and 92 MPs who were either absent or suspended from the chamber.
Overall, the Bill breezed through the Second Reading process.
According to a vote analysis, several of Ruto’s friends did not support the bill, which was also the stance of the Kenya Kwanza coalition.
The majority, though, stayed with the party line and supported the bill.
The biggest surprise was Githunguri MP Gathoni Wamuchomba who openly deconstructed the bill during the earlier debate before voting against it.
“I have gone to my people in Githunguri Constituency and they have told me very loudly that the government of Kenya through the Finance Bill proposal 2023 is punitive, it is oppressive and it is scandalous! I Gathoni Wa Muchomba say no to a scandalous bill,” she said on the floor of the house.
Gatundu North MP Elijah Kuria, an independent MP also voted against the Bill.
On the Azimio side, Kibra MP Peter Orero was among key ODM bigwigs who also voted for the bill.

Embakasi East MP Babu Owino was also absent from the Parliamentary voting on the Finance Bill, 2023.
The legislator said in a statement that he has scheduled a meeting with his lawyer to get ready for his defense hearing at Milimani Law Courts scheduled for Thursday, June 15.
The other ODM MP who also voted for the bill was Gem MP Elisha Odhiambo.
The MP is perceived to be a rebel in ODM after he declared open support for President Ruto’s administration.
During the vote, 92 MPs were missing in action as the House voted on the controversial bill.
The bill spells out the revenue measures for the government in the next financial year.
