CS Kindiki demands answers from the immigration department on how a Chinese National, Shao Guixiang deported for fighting sneaked back to Kenya.
Interior Cabinet Secretary Kithure Kindiki is demanding answers from the Immigration Department after a Chinese National deported in January 2022 sneaked back into the country.
The authorities were alerted of the suspect’s, Shao Guixiang, return two weeks ago after a video clip of him embroiled in a brawl in Nairobi emerged.
According to reports, the suspect flew to Uganda before crossing the border into Kenya just a month after being deported.
Questions have emerged over the circumstances under which, Shao Guixiang, found his way back into the country despite an active deportation order on his head.
Officials from the Interior Ministry believe that his return was aided by corrupt officials at the Immigration Department which Kindiki launched a cleanup exercise months ago.
Interior Cabinet Secretary (CS) Prof. Kithure Kindiki is now demanding answers from the Immigration Department on the circumstances under which the foreigner illegally entered the country before having his deportation discontinued.
In the latest altercation started by Guixiang, a number of Chinese investors were battling over the ownership of Kindaruma Mall.
One investor argued that he invested an estimated Ksh90 million into the establishment when the suspect asked him for help.
A Nairobi law firm, in a letter addressed to Immigration PS Julius Bitok, also noted that the suspect sneaked back and continually frustrated authority’s efforts to have him deported again.

The letter indicated that Guixiang sneaked back on a temporary pass and evaded the state’s attempt to have him sent back to China.
The application was thrown out last year but the suspect has continued to live and trade in Kenya.
“Our client recently learned that Shao Guixiang and his fellow convicts later sneaked back into the country purportedly on temporary passes and upon being discovered by the government authorities tried to stop their deportation by filing an application at the Nairobi High Court against the Director of Immigration, Department of Immigration, Attorney General and Director of Public Prosecutions,” read the letter in part.
“Our client is aware the application by Shao Guixiang was dismissed by the High Court vide a ruling delivered on November 10, 2022.”
Guixiang was one of five Chinese nationals who were arrested in January 2022 at a construction site along Mombasa Road and convicted of being in the country illegally.
He is suspected to have made his way back into the country just a month after being deported in February 2022.
