Education CS Ezekiel Machogu has revealed that there will be no fees for learners transitioning to the junior secondary category.
Speaking at the KICD on Monday, 16, CS Machogu announced that President William had directed Treasury to set aside the capitation per student at Ksh15,000 per learner, to facilitate free learning in all Junior Secondary Schools.
The Education CS revealed that the government would spend Ksh 9.6 billion to sustain the program.
“No school should charge any fees for grade 7 learners unless such schools are boarding wings,” he declared.
CS Machogu further revealed that the amount the government had been giving for secondary schools as capitation was Ksh 22,244 and for primary schools was Ksh 1,420.
“Because Junior Secondary is from grades 7, 8, and 9, we have worked on a figure that the amount being given to a student be Ksh 15000 almost similar to what is paid for Senior Secondary school learners,” he disclosed.

Over 1.26 million students sat the Grade 6 summative assessment and are expected to receive their results from Tuesday.
The statement comes after parents rejected new school fees for junior secondary school asking president Ruto to honor his campaign promise.
The head of the National Parents Association, Silas Obuhatsa, advised parents against paying school fees because the Kenya Kwanza administration had pledged free education to Kenyans.
According to him, the JSS roll-out is taking place as Kenyans struggle with a high cost of living and a faltering economy.
“The issue of fees should not apply anywhere because JSS is being domiciled within primary school premises. Children going to Grade 7 is like transiting from Class 6 to Class 7 in the 8-4-4 system,” Mr. Obuhatsa said.
He noted that 8-4-4 learners in primary school do not pay school fees.
“The government promised education will be free from pre-primary school to university. As parents, we are insisting that the government should be very careful with the issue of paying school fees for JSS learners. We shall not accept to pay school fees for JSS,” he added.
