List of big names in the race for Chief Administrative Secretary with Azimio rebels and Ruto allies among the shortlisted.

President William Ruto’s Digital Strategist Dennis Itumbi, former Kakamega Senator Cleophas Malalah and former nominated Senator Millicent Omanga have made a shortlist of 224 candidates selected to fill the position of Chief Administrative Secretary (CAS).

According to the PSC shortlist released on Monday, February 20, some shortlisted candidates also switched allegiance from former Prime Minister Raila Odinga to the Kenya Kwanza government.

Azimio rebels listed in the CAS positions included former Kisii governor James Ongwae and his deputy Joash Maangi, who pledged their loyalty to Ruto after the August 2022 polls.

Former Kisumu Senator Fred Outa and The United Democratic Movement (UDM) candidate for Siaya gubernatorial race, Nicholas Gumbo, were also listed. 

Former Nairobi Governor Evans Kidero, who lost to ODM’s Glady Wanga in Homa Bay gubernatorial race, was also shortlisted.

In a list published by the Public Service Commission (PSC) on its website, the positions attracted 5,183 applications.

“Pursuant to the provisions of Article 132(4)(a) of the Constitution and Section 30 of the Public Service Commission Act, 2017, the Commission invited applications from suitably qualified for the position of Chief Administrative Secretary in the print media and the Public Service Commission website on 13th October 2022. The advert attracted 5,183 applications,” the advert reads.

Cate Waruguru, Charles Njagua Kanyi (Jaguar), ex-journalist Mwanaisha Chidzuga, MacDonald Mariga, Wilson Sossion, Caleb Kositany, Bishop Margaret Wanjiru, Patrick Khaemba, former MPs John Muchiri, Caleb Gideon Keter and Isaac Mwaura are also among those on the list.

Former Kirinyaga Women Representative Purity Wangui Ngirici also made the list.

Others include Dennitah Ghati (Migori), former Emgwen MP Alex Kosgey, Kimani Ngunjiri (Bahati), Adelina Mwau (Makueni), Rehema Jaldesa (Isiolo), Victor Munyaka, Victor Kemosi and Christopher Lang’at (Bomet).

The shortlist comes after a court dismissed a case filed by the Law Society of Kenya (LSK), which challenged the legality of creating CAS positions.

The court ruled that the PSC had the mandate to establish CAS positions as part of public service reforms.

The shortlisted candidates will be interviewed at the PSC office in Nairobi starting on 1st March 2023.

The interview schedule showing the date and time for each candidate is accessible on the PSC website.

Candidates are required to bring originals of their national identity cards, academic and professional certificates, supporting documents and testimonials, and clearances from various bodies such as KRA, HELB, EACC, DCI, and CRB.

The PSC has also asked members of the public to avail any credible information of interest relating to any of the shortlisted candidates through sworn affidavits or online submissions to the PSC by 28th February 2023.
