The National Transport and Safety Authority (NTSA) is seeking to introduce a policy that will require all school buses to have a vehicle attendant.
As detailed by NTSA on Friday, January 17, the attendant will be tasked with ensuring the safety of students when they are boarding, travelling on the vehicles or disembarking from the vehicles.
Notably, given that the attendants will be around children, NTSA, in the Draft Traffic (School Transport) Rules 2025 is proposing a mandatory annual criminal assessment of the vehicle attendants.
Additionally, to enhance regulation, NTSA is proposing to have the workers attain a PSV conductor licence.
“The attendant must undergo and pass an annual assessment for a criminal record including convictions of child abuse and incidents of arrests for violence,” NTSA documented in the proposals.
“A school vehicle attendant with a criminal record containing a conviction for child abuse and incidents of arrests for violence shall be disqualified from being a school vehicle attendant.”

Likewise, tough rules have been proposed for school bus drivers in the proposed law.
For instance, school bus drivers will be required to conduct thorough pre-trip and post-trip checks on the vehicle to ensure that the vehicle and safety equipment is serviceable.
“The role of the school driver is to ensure that a child disembarking from a motor vehicle has safely disembarked and has cleared to a safe distance,” NTSA noted.
” They will use the Stop Signal Arm and dual red-light indicator when it is at least thirty meters from a stop or is stopped on a road to permit school children to board or alight from it.”
