Raila urges Ruto to drop the proposed finance bill 2023 as he offered him solutions to lower the cost of living in the country.

On May 8, Azimio Leader Raila Odinga urged President William Ruto to rescind the Finance Bill and provided him with suggestions that, in his opinion, would reduce the cost of living across the nation.

During his press conference at the Azimio Economic Council forum, Raila insisted that his recommendations were ready to put Kenya’s economy on the path to prosperity without adding to the country’s tax burden.

The Azimio leader further told the Head of State to drop the Finance Bill and apologize to Kenyans.

First, the opposition leader said that Ruto should stop duplicating county tasks and responsibilities because the Ministry of Health was consuming a significant amount of government funds despite being a devolved function.

Raila further challenged the President to adopt a zero-based budgeting formula without reference to any other budgets his predecessors implemented during their eras.

“Ruto should adopt a zero-based budgeting and not take the previous budget as his baseline,” he explained.

On how to lower the cost of living, Raila noted that Ruto should cut down on the budget scheduled to be read on Thursday, June 15. He argued that instead of imposing a new set of taxes, the Head of State should seal all loopholes that lead to the loss of revenue.

“Do not impose new taxes, seal the loopholes that lead to the loss of revenue,” Raila Odinga emphatically stated.

The Azimio leader also took issue with the appointment of Chief Administrative Secretaries (CASs) noting that the directive was misconceived, equating it to a country living beyond its means.

Raila further called on the President to reduce the size of the government noting that the excess personnel was eating into the economy by ballooning the wage bill.

The former Prime Minister challenged Ruto to “cut non-essential domestic and international travel.” The proposal came barely a week after reports indicated that he was seeking approximately Ksh2 billion for foreign travel.

To increase national revenue, the opposition also advocated for the abolishment of allowances for key government employees including Cabinet Secretaries.

“Freeze ministerial out-of-station, house, and domestic allowances for Cabinet Secretaries and Principal Secretaries,” he advised while asking Ruto to tighten the fight against corruption and theft of public resources.

“Finally, we ask Ruto to humble himself, withdraw this bill, offer an apology, and seek forgiveness from Kenyans for the anxiety caused and then begin afresh,” Raila concluded.
