Ruto appoints former MP, other leaders to head key parastatals

President William Ruto has appointed former Kipkelion East MP Joseph Kirui Limo as the Non-Executive Chairperson of the Gambling Regulatory Authority under the Gambling Control Act, 2025 for a period of three years.

In a Gazette notice dated October 24, 2025, Ruto also revoked Dr. Jane Mwikali Makau’s appointment to the same position.

“I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint JOSEPH KIRUI LIMO to be the Non-Executive Chairperson of the Gambling Regulatory Authority, for a period of three (3) years, with effect from the 24th October, 2025. The appointment of *Jane Mwikali Makau (Dr.) is revoked,” the notice reads in part.

On the same notice, President Ruto made additional appointments with other key state corporations.

Dr. Jane Mwikali Makau, whose position at the Gambling Regulatory Authority was revoked, has been appointed as the Non-Executive Chairperson of the Board of the National Water Harvesting and Storage Authority for a three-year term, effective October 24, 2025.

Additionally, the President appointed Ali Wario to serve as the Non-Executive Chairperson of the National Council for Population and Development for three years, with effect from October 24, 2025.

However, Ali Wario’s new role comes at the expense of Gen. (Rtd.) Julius Waweru Karangi, whose appointment to the same position has been revoked.

The changes mirror similar moves the President has made in recent months, where officials have been repositioned from one state corporation to another.

In September 2025, President Ruto revoked Dr. Samier Muravvej’s appointment as the non-executive chairperson of the National Syndemic Diseases Control Council (NSDCC), only months after the initial appointment.

Dr. Muravvej was subsequently appointed as the non-executive Chairperson of the Kenya Fisheries Service for a three-year term.

“IN EXERCISE of the powers conferred by section 11 (1) (a) of the Fisheries Management and Development Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander in Chief of the Defence Forces, appoint— SAMIER MURAVVEJ (DR.) to be the non-executive Chairperson of the Kenya Fisheries Service, for a period of three (3) years, with effect from the 5th September, 2025,” the notice added,” the September 6 Gazette notice read.
