Ruto gazettes IEBC vacancies as Chebukati responds to the announcement

Ruto gazettes IEBC vacancies for the positions of chairperson and two commissioners who are set to retire.

President William Ruto has gazetted vacancies in the position of IEBC chairperson and two members of the electoral commission from January 17, 2023.

Wafula Chebukati, chairperson of the IEBC, and commissioners Abdi Guliye and Boya Molu’s non-renewable six-year terms expire on January 17 of next year, which is less than three months away.

According to the Independent Electoral and Boundaries Commission Act, the President must appoint a seven-member committee for the purpose of appointing the Chairperson or Member of the Commission at least six (6) months prior to the expiration of their terms.

“NOW, therefore, in the exercise of the powers conferred by section 7A (2) of the Independent Electoral and Boundaries Commission Act as read with Paragraph 1 (1) of the First Schedule of the Independent Electoral and Boundaries Commission Act, I William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, notify of impending vacancies in the positions of Chairperson; and Two Members,” reads part of the gazette notice dated October 21, 2022.

Chebukati, Guliye, and Molu are set to retire having overseen the 2017 and 2022 General Elections as well as a repeat presidential election in 2017.

The three had been appointed together with former IEBC vice chairperson Connie Nkatha Maina and commissioners Roselyn Akombe, Margaret Mwachanya, and Paul Kurgat who all resigned from the electoral body.

The four were replaced by Vice Chairperson Juliana Cherera, Francis Mathenge, Irene Cherop Masit, and Justus Nyang’aya who oversaw the 2022 elections.

Meanwhile, IEBC chair Wafula Chebukati has responded to the Gazette Notice on the agency vacancies.

In his statement, Chebukati welcomed the move noting that the early recruitment would ensure a smooth transition from one administration to the next.

“I wish to welcome the decision to gazette impending vacancies for the positions of IEBC Chairperson and 2 Commissioners which will officially be vacant from January 18, 2023.

“This will ensure smooth transition and retention of institutional memory which has previously not been the case,” announced Chebukati.
