ICT CS, Eliud Owalo appoints David Mugonyi as the Director General of the Communications Authority of Kenya (CA).

The Head Of Presidential Communication Service David Mugonyi has been appointed as the new Communications Authority of Kenya (CA) Director General.

ICT Cabinet Secretary Eliud Owalo in a letter on Wednesday, December 20 asked Communication Authority Chairperson Mary Wambui to formalize Mugonyi’s appointment.

“Reference is made to the above and a letter from the Chief of Staff and Head of the Public Service (Ref: SH/GM/22) dated 19th December 2023 (enclosed) conveying approval for the appointment of Mr. David Mugonyi as the Director General of the Communications Authority of Kenya. You may now proceed and take appropriate action to formalize the appointment,” the letter stated.

According to a letter from Head of Public Service Felix Koskei to CS Owalo, Mugonyi emerged as the best candidate for the position following interviews conducted by the CAK board.

In his new position, Mungonyi will be tasked with providing strategic leadership in the authority, aligning its operations, and setting a clear vision. 

He will take over from Ezra Chiloba who resigned from the position on October 18 after serving for two years. 

Before his resignation, Chiloba had been suspended from office over misuse of the Sh662.4 million CA Staff mortgage scheme.

Special Board Audit and Risk Committee (BARAC) report considered by the CA board established that there were defaults to the tune of Sh28.9 million for mortgages approved and granted without consideration of the contract term of employees.
