President William Ruto makes new appointment to replace Millicent Omanga in the newly formed Nairobi Rivers Commission after she rejected the appointment made on October 25.
In a special gazette notice dated October 28, President Ruto appointed Josephat Sagero to the position and announced the revocation of Omanga’s appointment.
“In exercise of the powers conferred on me by the Constitution and the Laws of the Republic of Kenya, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Josephat Abaga Fan Sagero to be a member of the Nairobi Rivers Commission, for a term of three (3) years renewable once based on performance,” part of the notice read.
“The appointment of Omanga Millicent is revoked pursuant to section 51 of the Interpretation and General Provisions Act.”
Sagera joins a team of 10 others in the commission that will be chaired by former Starehe Member of Parliament Bishop Margaret Wanjiru.
They include; Mumo Musuva, Grace Senewa Mesopirr, John Kioli, Eva Muhia, Amos Chege Mugo, Carlotta Dalago, Rael Chebichii Lelei, Benjamin Langwen, and Charles Karisa Dadu.
After the initial appointments made to the newly formed commission on Saturday, Millicent Omanga declined her appointment but promised to continue to support efforts aimed at rehabilitating Nairobi rivers.
“I’m deeply honored and grateful to H.E Williams Ruto for the trust you’ve shown in appointing me to serve on the Nairobi Rivers Commission. It’s truly a privilege to be considered for such a vital role in improving our beloved Nairobi’s environment and public health. After careful consideration, I must respectfully decline the appointment due to personal reasons,” Omanga wrote on her official handles.
“I remain committed to supporting efforts aimed at restoring Nairobi’s rivers & stand ready to contribute in any capacity that aligns with my current commitments. Thank you once again for this honour and for the consideration.”

The commission, constituted in the same gazette notice that announced the appointments, is expected to, among others examine previous reports and recommendations made in the efforts to reclaim the Nairobi River and adopt lessons learned in the new initiative.
It will then be tasked with assessing the root cause of the challenges that faced the previous commissions to restore a safe, inclusive, and healthy environment for all Kenyans and unlock the socio-economic potential the rivers have.
“Co-ordinate the activities of various players mandated to engage in the rehabilitation, protection, restoration, beautification, and sustainable development of the riverine basin within Nairobi City County,” part of the notice read.
The commission will also include principal secretaries from several state departments including; Environment and Climate Change, Water and Sanitation, Internal Security and National Administration, Lands and Physical Planning, Housing and Urban Development, and the National Treasury.
Its secretariat will be headquartered at the State Department of Housing and Urban Development.
