In a statement dated Monday, June 16, Sifuna noted that Ruto’s remarks were not new.

He cited instances before the 2022 General Election when some government officials noted that former President Uhuru Kenyatta would not hand over power to some individuals.

At the time, Ruto was challenging former Prime Minister Raila Odinga, a candidate who had the support of Uhuru.

“In 2022, some of our then ‘powerful’ friends told us they cannot hand over power to a thief. Maneno haya si mageni (these are not new things),” he stated.

Ruto, while attending a service in Kakamega on Sunday, stated that his administration could not hand over power to the opposition as they did not have a plan to implement should they take over office in 2027.

“Those other people (opposition) have no plan, and we cannot hand over to people who have no plan. Their plan is ‘Ruto Must Go’, how will that help?” he posed.

“They have no idea how the youth will get employment; they have no idea how agriculture will progress or how children will access education.”

His remarks led to mixed reactions from Kenyans and opposition leaders, as many questioned what the President meant by the statement.

On her part, People’s Liberation Party (PLP) leader, Martha Karua, cautioned Ruto over the remarks.

She stated that handing power was not an option should the President be defeated in the 2027 polls.

“Handing over after elections is mandatory, not optional,” she wrote on her X page.

Legally, a sitting President is required to hand over power to the President-elect.

Notably, there are new proposals to ensure that there is a transition of power even if a sitting President fails to attend the swearing-in ceremony.

“To account for unforeseen circumstances, the Bill addresses scenarios where the outgoing President cannot attend the swearing-in ceremony. In such cases, the handover of instruments of power will be omitted without affecting the validity of the swearing-in process,” the Cabinet explained proposals in the Assumption of Office of President and Transition of Executive Authority Bill, 2024.
