Orange Democratic Movement (ODM) party chairperson Gladys Wanga has accused embattled Nairobi senator Edwin Sifuna of double-speak over his stance on opposing the broad-based government.

Speaking in Kisumu on Wednesday, February 25, during the party’s grassroots delegates, Wanga gave details on how the broad-based government came to life, revealing that Sifuna played a critical role in its formation.

Wanga revealed that it was Sifuna, who was then serving as the ODM party secretary-general, who typed the 10-point agenda, following orders from Kisumu governor Anyang Nyong’o. 

The 10-point agenda, which came at a time when Kenya was facing political instability, later gave rise to the broad-based arrangement of government, after ODM and President William Ruto’s UDA signed a memorandum of understanding. 

“We can all remember the Gen Z demonstrations in June 2024. But Raila wanted stability in the country, and he donated experts to the government, which was the beginning of the broad-based government,” the Homa Bay governor revealed. 

She went on, “On March 7, 2025, Raila and President Ruto went to KICC and signed the 10-point agenda memorandum, an agreement that formally recognised the arrangement. It is Sifuna who read the agreement on behalf of the odm party. But you are not aware it is Sifuna who wrote the 10-point agenda.”

“But you can also remember that after the agreement signing, he went on a national TV while Raila was still alive and said Ruto will not be reelected in 2027.”

Regarding Sifuna’s stance on the legality of the party leader, Oburu Odinga, Wanga explained that after Raila Odinga’s death, she convened a national executive committee meeting to discuss the party’s way forward.

This meeting, she says, was attended by Embakasi East MP Babu Owino and Caleb Amisi, members of the Linda Mwananchi faction in the party.

The meeting agreed that the party should have a party leader, and Siaya Senator Oburu Odinga was proposed and seconded, serving in an acting capacity before being officially installed during the party’s 20th anniversary in November 2025.

Wanga argues that Sifuna, acting in his capacity as the secretary general, oversaw the swearing-in of Oburu as the party leader, questioning why Sifuna is now questioning Oburu’s legitimacy as the party leader.

“Sifuna is the one who swore in Oburu as our party leader. But he still argues that Oburu is in office illegally. Why did he swear him if indeed he was illegally installed?” Wanga posed.

The Homabay governor further argues that when the party resolved to start pre-election negotiations with other political parties formally, Sifuna was seen at the airport boarding a plane to Mombasa, but then decided to miss the meeting, claiming his flight was delayed.

These constant defiance of the party’s position and double-speak ultimately led to his removal as the party secretary-general. Wanga, however, clarified that Sifuna remained a party member.
