UNHRC Council to review Kenya's human rights record starting May

Kenya’s human rights record is set to be examined on Thursday, May 1, for the fourth time by the United Nations Human Rights Council (UNHRC).

The assessment will be conducted by the UNHRC’s Universal Periodic Review (UPR) Working Group during a 12-day meeting from April 28 to May 9, 2025, in Geneva, Switzerland.

The first, second and third UPR reviews of Kenya’s human rights records took place in May 2010, January 2015 and January 2020, respectively.

The UPR Working Group is comprised of the 47 member states of the Human Rights Council. However, each of the 193 UN Member States can participate in a country review.

While announcing the planned assessment on Monday, April 29, UNHRC stated that the review will be based on the human rights information provided by President William Ruto’s administration.

During the review session, the Kenyan government, led by Attorney General Dorcas Oduor, will spell out steps taken to implement recommendations posed during previous reviews as well as the current human rights situation.

Similarly, the assessment will be conducted using information contained in the reports submitted by independent human rights experts and groups, human rights treaty bodies, and other UN entities.

The UN Council announced that the review will also be based on information provided by other relevant stakeholders, including national human rights institutions, regional organisations, and civil society groups.

After listening to the submissions, the UNHRC Working Group will go ahead and make its recommendations to Kenya on areas that require further improvements. The recommendations will be made on May 7.

The latest announcement comes months after the Kenya Human Rights Commission (KHRC) sent a letter to the UN Council highlighting areas of concern regarding Kenya’s human rights situation.

In its letter sent to the UN Council in October last year, KHRC urged the international organisation to swiftly investigate incidents of human rights violations by Ruto’s government.

KHRC also called on the UN Council to address issues like the protection of human rights defenders and ensure victims of human rights violations get access to justice.
