Kakamega County Senator Boni Khalwale has raised alarm over the purchases and disposals of vehicles in the Fernandes Barasa-led Kakamega County Government.

The senator alleged that there are inconsistencies in the records of the purchased and disposed vehicles in the county, prompting the Standing Committee on Finance and Budget to launch an investigation into the matter.

“There has been growing public concern regarding the purchase and disposal of motor vehicles by the County Government of Kakamega. We are demanding transparency and accountability in the management of county resources,” the senator said in a statement to the committee.

The senator, who has always been at loggerheads with Governor Barasa, directed the committee to compel the county management to produce a full, comprehensive list of all motor vehicles acquired by the county from 2014 to date.

According to Khalwale, the list produced should include details of the make and model of each vehicle, the registration number, the date of purchase, and the total amount paid for each unit.

“This would help establish a clear audit trail for county-owned assets over the past decade,” Khalwale argued.

Apart from the vehicle purchases made by the county, the senator also wants the committee to audit the vehicles that have been disposed of or retired in the same period.

Khalwale wants the reason for disposal, the make and model, year of disposal, the initial purchase value, and the amount realised from the disposal of each vehicle to be made public.

The senator underscored the need for this investigation to keep the county on its toes and ensure that public assets are being responsibly managed, with any cases of irregularities exposed.

Financial reports from the Office of the Auditor-General indicated that the county allocated funds for asset acquisitions, including vehicles, in various financial years.

In what appears to be an attack on the governor, Khalwale argued that the documentation of the purchases and disposals is in line with the constitution and an important aspect of ensuring transparency in governance.

The inquest by the senator does not come as a surprise; Khalwale has been critical of Barasa’s leadership, accusing him of mismanagement and fraud. 

Khalwale has repeatedly alleged that Barasa has failed to improve services in key areas like healthcare, despite receiving substantial funds.
