Speaking on Wednesday, April 29, Public Service Cabinet Secretary Geoffrey Ruku said the Ministry is in the final stages of concluding a Collective Bargaining Agreement (CBA) that will guide salary reviews for the next four years.

“I know there was a salary increment in January this year, but backdated to July last year. This year in July, there will be another salary increase,” Ruku stated.

According to the CS, the government has already held several meetings with the Kenya Union of Civil Servants and agreed on key terms, with only a few outstanding issues remaining.

Among the unresolved matters is whether the salary increment will be implemented in phased instalments over four years or paid as a lump sum.

Ruku noted that the Ministry, alongside the Salaries and Remuneration Commission (SRC), are working to finalise the remaining details as quickly as possible to allow the agreement to be signed.

The upcoming CBA will cover the remuneration review cycle from 2025/2026 to 2028/2029, setting the framework for pay adjustments and benefits for thousands of public servants across the country.

“So this is something we need to finalise, and the technical team together with the PS and the salaries and remuneration commission should be finalising as much as possible so that we can have an agreement,” Ruku revealed. 

Adding, “The Ministry is liaising with SRC and civil servants to finalise and sign the CBA for the remuneration review cycle 2025/2026 to 2028/2029.”

The July pay rise is expected to bring relief to civil servants amid the rising cost of living, even as the government balances budget constraints against demands for improved public-sector wages.

Ruku emphasised that the Ministry remains committed to engaging all stakeholders to ensure civil servants are adequately compensated and motivated.

“The Ministry is liaising with the SRC and civil servants to finalise and sign the CBA. We will continue to work closely with the union and all stakeholders to ensure that our public servants are well motivated,” he said.

Ruku’s statement comes months after the SRC approved new salaries and allowances for Phase I of the 2025-2029 remuneration review cycle, following a meeting held on December 19, 2025.
