The Controller of Budget (COB) has demanded the reallocation of more than Sh1.5 billion in over-budgeted salaries of State officers, including the President and his deputy, escalating her fight with the Treasury

Dr. Nyakango, who was recently controversially arrested and charged with attempted forgery and operating a Sacco without a licence, has provided intricate details into the exaggerations of salaries by the National Treasury.

The Budget Implementation Review Report highlights the exaggerations witnessed in the first three months (July to September) of President William Ruto’s Ksh3 trillion budget implementation.

According to the report, National Treasury over-budgeted her salary by three times, and by extension salaries of other State officers, that may cost the country over Ksh.1 billion taxpayer’s money. 

Treasury has been over-budgeting salaries of senior government officials through the Consolidated Fund Services according to the report.

For instance, the Treasury initially budgeted Ksh.17.82 million for her yearly compensation in the 2022–2023 fiscal year, which raised concerns from her office since the amount was significantly higher than what she was really receiving.

Treasury would only lower it to Ksh.10.15 million, but even so, that sum was more than her yearly pay of Ksh.9.18 million.

A similar trend was observed in the 2023/2024 budget where Treasury budgeted her salary at Ksh.18,357,787 an amount that is about 93% more than her actual annual salary of Ksh.9.51 million.

Treasury also budgeted for Ksh.42.4 million as salaries and allowances of the President and his deputy yet their actual gazetted salaries are Ksh.32.05 million, a difference of Ksh.10.35 million.

Controller of Budget (COB) now wants the reallocation of more than Sh1.5 billion in over-budgeted salaries of State officers.

“When budget rationalisation is necessary, it should be based on the previously approved Program-Based Budget and the desired outputs and outcomes that the government wants to reduce, eliminate, or delay for future financial periods. The known expenditures should be budgeted as per the actual figures without exaggeration,” read the report in part.

“The National Treasury should ensure the budget is as realistic as possible. In the meantime, appropriate reallocations should be made through a supplementary budget to avoid over and under-budgeting,” Nyakang’o recommended.
