President William Ruto presided over the first Cabinet meeting of 2025 on Tuesday, January 21, at Kakamega State Lodge.
The meeting primarily focused on encouraging the Cabinet to leverage the broad-based government to drive transformative change in Kenya.
However, Public Service Cabinet Secretary Justin Muturi’s absence from the meeting was notably apparent.
The CS, who made a startling exposé implicating National Intelligence Service (NIS) Director General Noordin Haji in his son Leslie Muturi’s abduction during the 2024 anti-government protests, was nowhere to be seen.

His absence has fueled speculation among Kenyans about his whereabouts.
Muturi has remained silent, not commenting about the Cabinet meeting like some of his colleagues.
Kenyans have taken to social media to speculate about Muturi’s whereabouts, with some questioning whether his allegations against the NIS are why he missed Ruto’s Cabinet meeting.
It is likely that CS Muturi was not invited to the meeting or the beginning of the end for his in Ruto’s government.
