Government hands DCI, NIS crucial National Identification Application mandate

The Directorate of Criminal Investigation (DCI) and the National Intelligence Service (NIS) have joined the Ministry of Interior in response to President William Ruto's instruction to do away with the screening procedure for National Identity (ID) applicants

The Directorate of Criminal Investigation (DCI) and the National Intelligence Service (NIS) have joined the Ministry of Interior in response to President William Ruto’s instruction to do away with the screening procedure for National Identity (ID) applicants.  

The Ministry stated in a statement that the two investigative organizations will be crucial in conducting background investigations on ID applicants. 

Modern technology will be used by DCI and NIS to determine whether the applicant is not a foreign national and satisfies all requirements in order to be granted a Kenyan Identity Card. 

When granting IDs, the two investigative organizations will make sure that national security is not jeopardized. 

“The updated policy guidelines promote increased accountability and transparency in the ID issuance process, ensuring that Kenyans receive their documents without compromising national security,” the statement read in part.

“By incorporating technology, security agencies including the National Intelligence Service (NIS) and the DCI will collaborate closely with all stakeholders to securely and promptly perform necessary background and cross-checks to prevent any ineligible individuals from accessing our ID documents,” the Ministry of Interior added.

With the new format, chiefs will also need to sign and thumbprint each approved application, which needs to be delivered by a parent or blood-related of the applicant who is at least eighteen(18) years old.

“We will hold chiefs to a personal account for any Kenyan ID issued to a foreigner because they will have endorsed the application. They will have to take responsibility for their actions,” Immigration and Citizen Services Principal Secretary Julius Bitok stated.

This is in accordance with President Ruto’s direction to eliminate the multi-agency vetting teams that are already in place. These teams have been held accountable for causing annoyances related to corruption and excessive delays in providing ID cards to populations residing near national boundaries.
