In a statement on Sunday, September 28, Kuria predicted that no presidential candidate would secure an outright win in the first round of the election.
The former CS noted that Kenya’s multi-party democracy has grown over the past 33 years, and for the first time, the country will witness a presidential run-off in 2027.
“Kenya’s fledgling multi-party democratic project has been growing gradually over the last 33 years.
“In 2027, a new chapter will be written in this book. For the first time, the winner of the Presidential Election will be decided in a run-off. There will be no outright winner in the first round,” said Kuria.

The Kenyan constitution dictates that a presidential candidate must garner 50 percent of the votes and one more percent to be declared the winner.
The candidate must also attain a 25 percent win in the majority of the counties across the country.
If no candidate secures the required 50 percent plus one vote, a presidential run-off will be held within 30 days of the initial election.
The run-off is between the candidate who receives the highest number of votes and the candidate who receives the second-highest number of votes.
Kuria’s sentiments come months after he predicted that the 2027 presidential election would mirror Kenya’s historic 2002 polls.
Speaking on June 22, Kuria opined that the 2027 contest will not feature the typical political battles for the presidency.
The former Public Service CS predicted a national consensus among key political players to safeguard the country’s future.
“Let me shock you, some people are training for a football match that will not happen,” said Kuria.
He added, “2027 will be like 2002. There will be no presidential election; there will be a consensus.”
